3rd Regional Leadership Forum and Workshop in Research Governance on Supporting Sustainable Research Ecosystems in HEIs in the GMS and Timor-Leste
Horizon Southeast Asia: Pushing the Frontiers of Research and Sustainability

From 9-11 September 2024, 24 university leaders from 6 Greater Mekong Subregion (GMS) countries and Timor-Leste came together for the 3rd Regional Leadership Forum and Workshop on Research Governance in Phnom Penh, Cambodia. This event, titled "Supporting Sustainable Research Ecosystems in Higher Education Institutions in the GMS and Timor-Leste," was successfully organized by SEAMEO RIHED in partnership with Osnabrück University of Applied Sciences, Germany.
As part of the ongoing Horizon Southeast Asia: Pushing the Frontiers of Research and Sustainability Project, funded by the German Academic Exchange Service (DAAD), this annual forum marks its third year, continuing to support leadership capacity enhancement through SEAMEO RIHED. This year's forum focused on key areas such as leadership self-awareness, the critical role of leadership in research, research ethics management, and research support systems for strengthening institutional research capabilities.
University leaders collaborated closely with project experts and peers from 25 participating universities to develop collective insights. They worked towards formulating Research Development Action Plans (R-DAPs) or initiatives aimed at fostering positive changes in their institutions' research systems. These plans will be further presented during the final phase of the DAAD-RIHED Research Leadership Excellence Programme in Germany (2025).
We are deeply grateful to H.E. Mak Ngoy, Director-General of the Ministry of Education, Youth, and Sport of Cambodia, for his inspiring opening address, which emphasized the crucial role of research and leadership in higher education.
