Co-hosted with the Ministry of Education and Sports (MoES), Lao PDR, SEAMEO RIHED successfully organised the 26th SEAMEO RIHED Governing Board Meeting (GBM) on 13-14 September 2018, at the Sofitel Luang Prabang, Lao PDR. The annual Governing Board Meeting is an important platform for Governing Board Members, nominated by the 11 SEAMEO Member Countries, gather to discuss the policy, management and administration of SEAMEO RIHED, as well as to review the Centre’s achievements of the past fiscal year and planned activities and programmes.

The Meeting was attended by SEAMEO RIHED Governing Board Members and representatives from seven SEAMEO Member Countries, namely, Cambodia, Lao PDR, Malaysia, Myanmar, Singapore, Thailand, and Timor-Leste. The Director of the SEAMEO Secretariat, representative from Asia-Pacific Programme of Educational Innovation for Development (APEID) of UNESCO Bangkok and SEAMEO RIHED Centre Director and staff also attended.

The Meeting reviewed SEAMEO RIHED’s operational matters, regular and on-going programmes and activities for the past fiscal year 2017/2018, as well as new programmes to undertake in fiscal year 2018/2019, which are in line with the four key areas outlined in SEAMEO RIHED’s Fifth Five Year Development Plan for FY2017/2018-FY2021/2022, namely (1) Alignment and Development (2) Cooperation and Synergy (3) Research and (4) Information Portal. These four key areas have been identified as essential to the harmonisation and development of higher education in Southeast Asia.

SEAMEO RIHED had the honour to have H.E. Assoc. Prof. Dr. Kongsy Sengmany, Vice Minister MoES, Lao PDR at the Meeting. He extended a warm welcome and pleasant stay in Luang Prabang to all on behalf of the Ministry of Education and Sports, Lao PDR. He remarked on the opportunity to host the 26 th SEAMEO RIHED GBM and the importance of the Meeting for higher education development in the region.

Assoc. Prof. Dr. Saykhong Saynasine, Director General of the Department of Higher Education, Ministry of Education and Sports, Lao PDR , expressed his warm welcome to all the SEAMEO RIHED Governing Board Members and representatives, distinguished guests and partner to Luang Prabang, Lao PDR. He conveyed the appreciation of the Department of Higher Education and Ministry of Education and Sports, Lao PDR, in hosting this important Meeting, which has played a crucial role in accelerating the harmonisation of higher education in Southeast Asia and provided an important opportunity to review operational matters of SEAMEO RIHED and ongoing programmes and activities from the past fiscal year as well new activities to be undertaken in the next fiscal year.

Dr. Gatot Hari Priowirjanto, Director, SEAMEO Secretariat, expressed his honor to be with all Governing Board Members, distinguished representatives and Director and staff of SEAMEO RIHED. He noted the importance of all SEAMEO Centres for the Southeast Asian region and explained that the annual GBM serves to ensure that policies, programmes and financial support to conduct activities are assured for Centres. He highlighted the role of SEAMEO RIHED and its successful programmes and platforms, including the Southeast Asian Higher Education Senior Officials Meeting (SEA-HiEd SOM) and SEAMEO RIHED’s AIMS Programme and expressed his thanks to Dr. Chantavit Sujatanond. On behalf of the SEAMEO Secretariat, he extended his appreciation to the government of Thailand for its continued support to SEAMEO RIHED.

Dr. Chantavit Sujatanond, Centre Director, SEAMEO RIHED, on behalf of Dr. Suphat Champatong, Secretary-General, the Office of the Higher Education Commission (OHEC), Thailand, and Chairperson of the SEAMEO RIHED Governing Board, remarked on the privilege to be among Governing Board Members in the setting of Luang Prabang. She noted several achievements and successes of SEAMEO RIHED in the past fiscal year and added that these are possible because of the collective efforts of all Member Countries and Board Members. She emphasised the need to continue to work together and thanked the Host, the Ministry of Education and Sports, Lao PDR as well as the Vice Minister of Education and Sports, Assoc. Prof. Dr. Kongsy Sengmany, for gracing the Meeting with his presence to deliver the opening address and wished for a successful and productive Meeting.

After the last session of consideration and adoption of the Report of the 26th SEAMEO RIHED Governing Board Meeting, the Meeting adjourned on 14 September 2018 at 12:00 hrs.With kind invitation from Souphanouvong University, 26th SEAMEO RIHED Governing Board Meeting’s delegates were delighted to the introduction briefing about the University, following by Souphanouvong university visit.

The second day of the 26th SEAMEO RIHED Governing Board Meeting at Souphanouvong University

 

SEAMEO RIHED would like to express its sincere appreciation to the Department of Higher Education, Ministry of Education and Sports, Lao PDR, and Souphanouvong University for their support and co-hosting the Meeting, as well as organizing Souphanouvong University visit.

The 27th SEAMEO RIHED Governing Board Meeting next year will be organized in Malaysia, with the acceptance to co-host the Meeting from Ministry of Education, Malaysia.
