ASEAN-QA : Extended Call for Applications TrainIQA















ASEAN-QA Part II has been launched : Quality Assurance Officers from universities in Southeast Asia are invited to apply for TrainIQA !

Since 2011 seven ASEAN and European partner organisations (AQAN, AUN, DAAD, ENQA, HRK, SEAMEO RIHED and University of Potsdam) have been cooperating within the frame of the DIES Programme in order to promote regional quality assurance (QA) in Southeast Asia. The second phase of the ASEAN-QA Project (2014-2016) supports a selected group of Southeast Asian universities in order to build up systematic internal quality assurance (IQA) structures and to promote quality culture within their own organisations.

To this end a regional training course (TrainIQA) has been developed under ASEAN-QA which aims at preparing QA officers to become multipliers in the field of (IQA) at their universities. TrainIQA is based on a set of four modules with a strong practical focus, mainly concerned with tools and procedures of QA, curriculum design and revision, change management and linkages between quality management and higher education management. The course will be accompanied by an online module on data-based information management, data sharing and reporting.

The extended deadline for submission is  31 July 2014 .

TrainIQA is coordinated by the Centre for Quality Development of the University of Potsdam which also hosts the ASEAN-QA Secretariat. Any questions related to the Call and the training course can be addressed at asean-qa AT uni-potsdam DOT de.

The Southeast Asian Ministers of Education Organization (SEAMEO) and the Ministry of Education, Culture, Sports, Science and Technology, Japan (MEXT) in cooperation with UNESCO Asia and Pacific Regional Bureau for Education are pleased to announce the 2014 SEAMEO-Japan Education for Sustainable Development (ESD) Award, with the theme of “Fostering Global Citizenship for Sustainable Future“.

We would like to invite public and private schools in the 11 Southeast Asian countries* which have programme/project/activity related to the theme to participate in this competition. The last day for submission of entries is on Monday 15 September 2014.

2014 SEAMEO-Jasper Research Award


I. Background

The SEAMEO-Jasper Research Award was established in 1990 with the support of the Government of Canada as a way of recognizing exemplary research conducted by Southeast Asian nationals in the region. The yearly award aims to encourage young scholars to conduct researches on a relevant theme on social development in Southeast Asia and to facilitate continued interaction and knowledge-sharing among Southeast Asian and Canadian researchers.

II. The Theme for 2014 SEAMEO-Jasper Research Award

The theme for 2014 SEAMEO-Jasper Research Award is Accelerating Southeast Asian Regional Mobility through Education, Science and Culture.

The Southeast Asia aims to integrate the whole region by 2015 into the ‘ASEAN Community’, with easier and free movement of goods, services, investment, labor, and capitals. Regional mobility and employment are, at present, high priorities of Southeast Asian countries. The region’s goal of regional integration drives the Southeast Asian countries to introduce education reforms, launch scientific innovations and promote cultural development.

Crossing geographic, cultural, digital, and educational and occupational borders in the pursuit of an international education and employment is a current trend globally and regionally. In Southeast Asia, regional mobility is seen as a vehicle that would carry forward and importantly, sustain continued regional integration way beyond 2015.

The 2014 SEAMEO-Jasper Research Award theme aims to draw attention to the role of education, science and culture in accelerating the goals of regional mobility through facilitating knowledge flows, education and labor mobility and cultural exchanges in the region.

This year’s SEAMEO-Jasper Research Award recognizes research studies that investigate how education, science and culture interplay closely with regional mobility. The Award distinguishes studies that explore concepts, traditional or innovative models and best practices on academic and research links between universities, student and professional mobility and cultural exchanges in Southeast Asia. Likewise, research studies may include investigations or documented cases on government and university policies and practical strategies on mobility of cultural professionals and scientific talents.

III. Thematic Strands:

Research studies may cover one or more of the following thematic strands:

Regional and International Student Mobility and Internationalization of Education
This thematic strand focuses on studies on trends in regional and international student mobility and factors affecting inbound or outbound student flows in Asia. This strand includes explorations on the implications of student mobility and the interplay between national government policies, university policies and students’ individual preferences and motivations on studying abroad.

The strand likewise distinguishes research studies on how universities and education institutions are transforming in response to increasing global interconnectedness and higher demand to develop global graduates. Studies on the many forms of internationalization of education such as co-taught courses, international partnerships, online open courses, collaborative research projects and others are included in this sub-topic or topic.

Professional Mobility and Migration of Scientific Talents
This thematic strand pertains to research studies that investigate the reasons and motivations behind professional mobility and migratory moves of talented and highly-specialized professionals from one country to another. This strand underscores explorations on the effects of professional mobility to both the country of origin and the host country; and how such mobility implies to the concept of one’s citizenship and nationalism.

Cultural Exchanges and Mobility of Cultural Professionals
This thematic strand focuses on investigations on models of cultural exchanges and trends on mobility of artistic and creative talents and cultural professionals beyond national and regional borders. This strand includes studies on how cultural mobility promotes cultural and linguistic diversity, fosters intercultural dialogue and facilitates movement of cultural goods and services. Researches on government or university policies, support programmes and schemes for cultural mobility also fall under this strand.

IV. Eligible Applicants


  1. A national of a SEAMEO Member Country*;
  2. Holder of a master’s or doctorate degree;
  3. Not more than 55 years of age at the time of application;
  4. Not currently associated with or employed by any of the SEAMEO Centres/Network or SEAMEO Secretariat;
  5. For studies/projects conducted by a team of researchers, only one author will be eligible for nomination. The submission should include a written note from the co-author(s) waiving any claim to the award, in case the research is selected; and a statement indicating the nominee’s level of responsibility (in percentage) for the research work and;
  6. Physically fit to travel; certification by a competent physician may be requested before travelling.

* SEAMEO Member Countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor Leste, and Vietnam.

V. Eligible Research Entries


  1. The research must be a completed research study/project conducted in Southeast Asia (covering one country or more in the Southeast Asian region) relating to the identified theme for the year;
  2. The research must have been completed within the past three years;
  3. All submissions, including photo captions and other materials, must be in English;
  4. All research entries conducted for graduate/post-graduate theses or doctoral dissertations will not be accepted;
  5. Research entries from previous winners of SEAMEO-Jasper Research Award will not be accepted;
  6. A research entry should comprise:
    (i) 20-page summary of the research paper;
    (ii) one-page abstract of the research paper;
    (iiii) Complete research paper
  7. Research entry should have the following essential sections:
    I. Introduction (including rationale, statement of problem, research objectives);
    II. Methodology;
    III. Results and Discussions
    IV. Conclusions and Recommendations;
    V. References
    VI. Appendices
  8. Non-winning research entries may be selected to be featured in SEAMEO’s Southeast Asian Journal of Education, subject to permission/approval from the author.
VI. Award Selection Process

A Selection Committee composed of representatives from relevant international organizations, experts in the field covered by the theme and officials of SEAMEO will be convened to review the submitted entries.

Selection will be based on the quality of the research, its relevance to the theme, to improving education in Southeast Asia and its potentials for promoting better understanding between Canada and Southeast Asia.

VII. Benefits to SEAMEO-Jasper Research Awardee


  1. The winner of the SEAMEO-Jasper Research Award will be awarded a Plaque of Recognition at the 37th SEAMEO High Officials Meeting in Bangkok, Thailand in November 2014.
  2. The SEAMEO-Jasper Research Award winner will receive a travel fellowship to Canada or to any two (2) of the SEAMEO Member Countries to disseminate the results of winning research to relevant education/research institutions.The fellowship includes 8-day all expense paid travel to Canada/Southeast Asian countries (inclusive of travel time). The fellowship will include assistance by the SEAMEO Secretariat in travel and meeting arrangements. The fellowship visit shall be done within twelve months from the date of the awarding.
VII. Submission of Research Entries

Candidates are expected to submit one set of hard copy and one set of electronic file of the following:

  1. Completed application form (Download the form here)
  2. A 20-page summary of the research paper (including rationale statement of the problem, objectives, methodology, results and discussions, conclusions and recommendations; and references/appendices);
  3. A one-page abstract of the research paper;
  4. Complete research paper.

Hard copy and electronic submissions must reach the SEAMEO Secretariat on or before 30 September 2014.

Leadership and Management in Higher Education for Sustainable Development


SEAMEO RETRAC is dedicating its next annual international conference to the topic of “Leadership and Management in Higher Education for Sustainable Development”. The conference will be held on July 24-25, 2014 at the SEAMEO RETRAC premises at 35 Le Thanh Ton in District 1 of Ho Chi Minh City.

This year’s conference will focus on a range of critically important issues for sustainable development, addressing the changes, challenges, quality, practices, linkage development in educational leadership and management facing institutions in the 21st century. Also, it looks forward to hosting a common collaborative platform for academicians, professionals to bring in and share new ideas, perspectives, as well as concepts in the 21st century education and training.

We are interested in inviting prospective researchers, educators, practitioners, and participants with a professional interest in educational leadership and management. The Conference is also inviting research papers that analyze and study the aforementioned fields.

Language and Presentation Guidelines

The language of the conference is English – No translation provided. Presenters are asked to take 10 minutes to present their ideas (power points can be used). The organizers envision an interactive conference with presentations followed by questions and answers and discussion of the ideas presented. Papers should not be too theoretical nor too specifically “here’s what we do” but address the practical aspects of leadership and management in higher education with strong focus on sustainable development.


Abstract and Paper Submission

The Organizing Committee is inviting the submission of abstracts (about 250 words) and papers including the brief biographies of the writers/authors by the deadlines indicated below. Content of the paper must be related to the theme and/or sub themes of the conference.


Abstract Submission Guidelines

You are invited to submit the abstract of not more than 250 words electronically to using MS Word format. The abstract should be proceeded by the title of the paper, the name(s) and institutional affiliations of the author(s). The font should be Times New Roman, in 12pt. The abstract must be submitted by May 1, 2014. The announcement of abstracts that have been accepted for presentation will be within 10 days of receipt and by no later than May 15, 2014.


Paper Submission Guidelines

Papers should include a title, names and affiliations of all authors, and be in MS Word format. A postal address, telephone number and e-mail address of the authors is also required. The paper must be submitted by May 25, 2014 (including references, notes, and tables, if any). The font should be Times New Roman. The text of the paper should be in 12pt font and the length of the paper should not exceed 10 pages. All accepted papers will appear in the proceedings.

DAAD DIES Proposal writing Course in Thailand













On behalf of the German Academic Exchange Service (DAAD) the DIES Proposal Writing Courses Co-ordination Centre at the University of Cologne, together with the Faculty of Economics of Chulalongkorn University are organizing a training course on


Proposal Writing for Research Projects: Practical-oriented trainings for New Researchers


Seminar I   :  June 30th–July 4th 2014 , Chulalongkorn University , Kingdom of  Thailand

Intermediate E-Learning Section: July–September (3 months)

Seminar II : December 15th–19th 2014 , Chulalongkorn University, Kingdom of  Thailand


The aim of the DIES Proposal Writing Course is to train researchers and young PhD holders in developing a promising research proposal for national or international research funding. Researchers from all disciplines can apply for this course. Each group will consist of 30 participants from the region. Because of its multicultural nature, the DIES Proposal Writing Course is also an effective tool for promoting international research and relationships.


Potential participants are researchers and young PhD-holders from Thailand, Cambodia, Laos and Myanmar.

  • Participants must hold a doctoral degree or have equivalent research experience
  • Have an affiliation to an academic institution in the above mentioned countries
  • Possess excellent English language skills, both written and spoken
  • Preferably young researchers up to 40 years of age are welcome to participate

30 participants will be selected according to the quality of their exposé and also based on regional and institutional profiles. Applicants will be given a final decision by the beginning of May 2014.

The costs for this training course will be mainly covered by funds of the DAAD (travel expenses, accommodation and meals, course expenses).

Participants and/or their home institutions are only expected to cover local transportation in their home countries (for example: taxi to airport), visa costs (if applicable), health insurance and possible additional per diems for the stay in South Africa.

No one doubts the power of education. Educate mothers, and you empower women and save children’s lives. Educate communities, and you transform societies and grow economies, noted Ms. Irina Bokova, Director-General of UNESCO.


Also, no one will dispute that learning is a lifelong process. Preparing children and young people for life in the 21st century does not stop just because they reach a certain age or are “done” with school. Young and old alike need to learn and adapt when confronted by increasing globalization, changing socio-economic trends and demands, transnational political and environmental realities, and new technologies at any age.


Accordingly, UNESCO’s vision of education underlines a broad perspective to support flexible lifelong and life-wide learning opportunities through multiple pathways, and harnessing the potential of information and communication technology (ICT) to create a new culture of learning as and when appropriate.


The Wenhui (文 晖) Award for Educational Innovation, established by the National Commission of the People’s Republic of China for UNESCO, and coordinated by the UNESCO Asia-Pacific Programme of Educational Innovation for Development (APEID), aims to recognize the contributions of educators and institutions which have optimized the potential of education and the human innovative spirit to address and resolve pressing issues and problems facing our world today.


For 2014, the theme of the Wenhui Award is Innovation in Lifelong Learning: Bridging to the Future in line with UNESCO’s vision of education and the post-2015 education agenda to underscore the importance of learning throughout life for human fulfilment, peace, sustainable development, economic growth, gender equality and responsible global citizenship. The Award will also recognize the potential of ICT to support lifelong learning now and in the future.


Two individuals or institutions from the Asia and Pacific region will be selected by a jury of distinguished educators. The winners will each receive a Certificate of Excellence and prize money of US$ 20,000 at the China Hangzhou International Conference on Educational Innovations. Certificates of Merit may also be awarded to individuals or institutions that have demonstrated commendable innovative practices.


Who is eligible for the Award?

Individuals or institutions in UNESCO Member States in Asia and the Pacific region which have designed and implemented significant educational innovations leading to improved access to, and quality in, education in relation to the theme for 2014 will be eligible for the Award.


More specifically, the Jury will be looking for educational innovations that have:

·    helped to promote and enhance lifelong learning for now and in the future;

·     improved the quality of teaching and learning in enhancing lifelong learning;

·     fostered indigenous wisdom and ingenuity, as well 21st century knowledge and technology, in educational innovations for lifelong learning.

Applications can be submitted by government agencies, educational institutions, international organizations, non-governmental organizations and individuals in UNESCO Member States in the Asia and Pacific region. All applications should reach the Award Secretariat at UNESCO Bangkok through the National Commissions for UNESCO, UNESCO Offices and other organizations associated with UNESCO, using an official Award Application Form available online at the Award website.More details about the Award, including the list of UNESCO offices and associated institutions, evaluation criteria, application process and conditions of entry, are available at the Award website:

About the Workshops

SEAMEO RIHED and the Association of Governing Boards of Universities and Colleges (AGB) in partnership with the Higher Education Leadership Academy (AKEPT) are proud to announce a new annual series of workshops designed to enhance the skills, knowledge and experience of Southeast Asian higher education leaders. The intention of the workshops is to better prepare university executives, council members and administrators to successfully guide their institutions through the financial, technological and pedagogical transformation anticipated in the years ahead.

This year’s workshop will expand participants’ understanding of fundamental leadership practices to explore the value of enhanced institutional governance. Attendees will gain insights into new approaches to improve academic quality, build upon national reputations, deepen understanding of international rankings and generate additional revenue.
