Education Leaders of Southeast Asia Discuss
Education Agenda beyond 2015

Bangkok, Thailand – Education ministers and high-level education officials of the 11 countries of Southeast Asia which compose the Southeast Asian Ministers of Education Organization (SEAMEO) will convene on 13 September 2014 at the Landmark Mekong Riverside Hotel, Vientiane, Lao PDR to discuss education agenda for the next decade.

Dubbed as “Strategic Dialogue of Education Ministers” or SDEM, the one-day meeting of the Southeast Asian education ministers aims to yield a more dynamic and forward-looking regional policy development process through a dialogue on the Post-2015 education agenda for Southeast Asia.

Expected to be attended by more than 50 key officials from the ministries of education of the 11 SEAMEO member countries, the SDEM will revisit the efforts and achievements of the grouping of the Southeast Asia countries on the education goals set under the Millennium Development Goals (MDGs) and the Education For All (EFA) Goals. Discussions will then tackle a SEAMEO-focused education agenda which will anchor on existing global and regional discussions on Post-2015 education, as well as highlight unique needs of Southeast Asia particularly in the pursuit of continuous development of human resource development in the region, and in support of the ASEAN Community.

The SDEM follows the weeklong meetings of the Association of Southeast Asian Nations (ASEAN) including the 8th ASEAN Education Ministers Meeting (ASED) from 9-12 September 2014 in Vientiane, Lao DPR.

The dialogue is organized under the framework of the SEAMEO College, a flagship project of SEAMEO which introduces a platform for high-level discussions on forward-looking issues and concerns that will help prepare Southeast Asia for the challenges of the future, and support the ASEAN community. The project is supported by the Asian Development Bank through the Japan Fund for Poverty Reduction, and executed by the SEAMEO Secretariat and SEAMEO Regional Centres.

H E Dr Phankham Viphavanh, Minister of Education and Sports of Lao PDR, and H E Prof Dr Pham Vu Luan, Minister of Education and Training of Vietnam and President of the SEAMEO Council, will welcome the delegations and officiate the opening of the one-day dialogue.

The SDEM will comprise two roundtables. HE Br Armin A Luistro, Secretary of Education of the Philippines will lead the first set of discussion to encourage reflections of the education ministers on their journeys to achieve Education for All in their respective countries which impact the region. HE Pehin Abu Bakar Apong, Minister for Education of Brunei Darussalam, will take over the second part of the dialogue which focuses on emerging trends, drivers of change, and the unmet challenges affecting education in Southeast Asia. The roundtables will also tackle ways to strengthen regional cooperation to implement the future education agenda in the framework of SEAMEO, and support the ASEAN Community.

The dialogue is also expected to adopt an output document outlining the salient features of the post-2015 SEAMEO agenda, and recommendations for concrete actions on education to be pursued by the regional grouping of the education ministers.

The SDEM is the first module and one of the four components of the SEAMEO College focusing on educational policy involving the Ministers of Education. The other modules are meant to address case studies on good practices, education innovations for school heads and education practitioners, and a regional forum for youth leaders.

Invited observers to the dialogue include the ASEAN Secretariat, UNESCO Asia and Pacific Regional Bureau for Education, and Asian Development Bank.

SEAMEO is an international and regional intergovernmental organization whose members are Brunei Darussalam, Cambodia, Indonesia, Lao Peoples Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam. It has 21 Specialist Regional Centres in Southeast Asia.

SEAMEO collaborates with global and international organizations like UNESCO, UNICEF, Asian Development Bank, ASEAN and others in the execution of its mandate which is the promotion of cooperation in education, science and culture. It is also supported by its Associate Member Countries: Australia, Canada, France, Germany, New Zealand and Spain. Call for Participants – 1st SEAMEO Youth Leadership Forum









The “1st SEAMEO Youth Leadership Form” aims at providing a regional platform for youth representatives fromSEAMEO-member countries to build their leadership skills and strengthen their capacity to contribute to the ASEAN community now and in the future.


  1. Foster cross-cultural networking among participants who are interested in further developing their leadership skills and in initiating projects in their communities
  2. Develop the youth representatives’ understanding of the dynamics of leading communities and organizations
  3. Promote 21st century life skills such as problem-solving, collaboration, and critical thinking
  4. Enhance shared understanding of professional ethics and civic responsibility
  5. Supplement the youth’s knowledge of current issues concerning the environment and the overall development process
  6. Provide a space for the youth to voice their viewpoints on the current and future state of their communities and of Southeast Asia
  7. Develop the participant’s outlook on inter-cultural understanding and cooperation in the ASEAN region

The forum will adopt participatory methods to raise awareness, stimulate creativity, innovation, and engagement of the participants. Activities shall include lectures, workshops, group discussions, and site visits. The lecturers and speakers shall provide informed perspectives on leadership and critical issues in the ASEAN. It will also solicit the youth’s viewpoints on leadership, professionalism, and sustainable development through their interaction with the speakers and with each other.

Links Award 2014











The Southeast Asian Ministers of Education Organization (SEAMEO) and the Government of Australia announce the call for applications for the SEAMEO-Australia Education Links Award 2014.

The SEAMEO-Australia Education Links Award gives recognition and financial assistance to projects or proposals that demonstrate education cooperation between Australia and Southeast Asia to bring about a better quality of life through positive relations, education advancement, cultural harmony, innovation, and research.

The objectives of the SEAMEO-Australia Education Links Award are:

  1. Showcase education, training and research cooperation activities and the value these have in fostering stronger people-to-people and institutional links;
  2. Provide the opportunity for sharing and learning of new ideas on education cooperation; and
  3. Promote the development of effective education partnerships between countries, organizations, and communities.


The SEAMEO-Australia Education Links Award seeks to acknowledge and reward innovative projects or proposals that demonstrate one or more of the following:

  • effective and inspiring efforts of individuals, groups of people, education institutions or organizations to improve education cooperation and linkages across the SEAMEO region and between SEAMEO member countries and Australia;
  • recognition of diversity of individuals and sectors in promoting cross-border partnerships on education and thereby inter-cultural understanding;
  • support to integration/regionalization of education while promoting the importance of and respect for local wisdom;

The innovation will be in the field of education cooperation between Australia and Southeast Asia.

An entry for the contest must be either:

  1. An existing project on education cooperation between Australia and Southeast Asia or a country in Southeast Asia; or
  2. A proposal on education cooperation between Australia and Southeast Asia or a country in Southeast Asia, or within Southeast Asia, that could later be implemented in the Southeast Asian context, possibly in cooperation with SEAMEO

A winning project or proposal is:

  1. Innovative and demonstrates development and/or implementation of an idea, a tool, a model or initiative that helps improve education cooperation between Australia and Southeast Asia or within Southeast Asia.
  2. Effective and highlights the positive results of education cooperation between Australia and Southeast Asia such as:
    • transfer of new ideas between countries
    • expansion of educational opportunities
    • improvement of education quality
    • formation of long-term people-to-people links
    • promotion of mutual understanding
  1. Dynamic and involves various individuals and sectors in the promotion of cooperation in education between Australia and Southeast Asia


Entries could present examples of education-related initiatives (either ongoing or proposed) which are implemented or to be implemented in Southeast Asia and with participation of a country or countries in Southeast Asia and Australia. Entries could be (but not limited to) the following:

  • capacity development for teachers
  • support for development of curriculum and educational materials
  • research consortium
  • advocacy and networking
  • media collaboration
  • community-based development work

Initiatives and proposals should demonstrate the links created or to be created between a country or countries in Southeast Asia and Australia. Examples of these are cooperation in providing technical expertise, adopting/adapting noteworthy practices, technology transfer, and others.

Proposals however should not be activities that might be more effectively supported through the Australian Government’s Australia Awards scholarships program such as scholarships and research in Australia.

  1. The Award is open to any national (natural person or body corporate) of a SEAMEO Member Country. The SEAMEO Member Countries are Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam.
  2. The applicant, where a natural person, must be at least 18 years old.
  3. Members of the SEAMEO Secretariat, the SEAMEO Regional Centres and their employees and families are not qualified to apply for this Award.
  4. By submitting an entry, the applicant gives SEAMEO and the Australian Government permission to use the information submitted including photos for publication purposes.

  1. The Evaluation Committee consists of experts from Southeast Asia and representatives from UNESCO, the SEAMEO Secretariat, SEAMEO Centres, and the Government of Australia.
  2. The evaluation will be based on the merit of the proposal as indicated by:
    1. Innovation, practicability and originality
    2. Scope for replication and expansion
    3. Value for money and sustainability
    4. Benefit and relevance to Southeast Asia through the transfer of new ideas, broadened educational opportunities, improvements to education quality, formation of long-term people-to-people links and improvements to mutual understanding to the benefit of all parties.


  1. The winner will receive a grant worth AUD$10,000, which is expected to support activities in relation to the winning innovative idea or project.
  2. The proposed use of the grant must be set out by the applicant in the application. Activities may include participation in conferences; delivery of training courses; academic exchange programs; cooperation between education institutions; internship program; expansion of an existing project; purchase of project-related materials and equipment; and other related activities. The winner will be expected to provide a report to SEAMEO, including information on how the grant money was used.
  3. The winner will be awarded a Plaque of Recognition at the 48th SEAMEO Council Conference in April 2015 in Thailand.
  4. The winner will receive a round-trip economy air ticket from his/her home country to Thailand, including pre-determined accommodation and stipend to receive a plaque of recognition.
  5. For a winning entry developed by a group or organization, only one representative will be invited to the Awarding Ceremony to receive a plaque of recognition.
  6. The winner will be notified by the SEAMEO Secretariat and such notification will include information for the winner on the award ceremony and his/her attendance at the ceremony.
  7. Each Contestant agrees that the Contest Rules and Regulations that govern this contest can be modified or amended without prior notice, by the Contest Organizers.

  2. Evaluation of entries: 9-13 March 2015
  3. Announcement of results: 25 March 2015
  4. Awarding: Last week of April 2015

The 8th Meeting of Directors General/Secretary General/Commissioner of Higher Education in Southeast Asia

The 8th Meeting of Directors General, Secretary General, Commissioner of Higher Education in Southeast Asia was hosted by the Ministry of Education and Training, Vietnam, SEAMEO RIHED, and the British Council on 27 – 28 May 2014, at the Palace Hotel Saigon, Ho Chi Minh City, Vietnam. The Meeting has served as a formal forum where high ranking officials responsible for higher education in Southeast Asian countries could share and discuss the development of higher education policies and practices since 2005. The Meeting was attended by Directors General, Commissioner of Higher Education, and country representatives from Southeast Asia as well as representatives from relevant regional and international bodies. The Meeting was honored by His Excellency Prof. Dr. Bui Van Ga, Vice Minister of Education and Training, Vietnam, who delivered the opening speech and opened the Meeting. During the two-day forum, the Meeting discussed progress and ways forward on the four priority areas of the harmonisation of higher education in Southeast Asia including student mobility enhancement, leadership development programme, e-learning and mobile learning, and ASEAN research clusters. The Meeting also discussed the Bologna Process and the UK experience as well as visions for the future of higher of higher education.

ASEAN-QA : Extended Call for Applications TrainIQA















ASEAN-QA Part II has been launched : Quality Assurance Officers from universities in Southeast Asia are invited to apply for TrainIQA !

Since 2011 seven ASEAN and European partner organisations (AQAN, AUN, DAAD, ENQA, HRK, SEAMEO RIHED and University of Potsdam) have been cooperating within the frame of the DIES Programme in order to promote regional quality assurance (QA) in Southeast Asia. The second phase of the ASEAN-QA Project (2014-2016) supports a selected group of Southeast Asian universities in order to build up systematic internal quality assurance (IQA) structures and to promote quality culture within their own organisations.

To this end a regional training course (TrainIQA) has been developed under ASEAN-QA which aims at preparing QA officers to become multipliers in the field of (IQA) at their universities. TrainIQA is based on a set of four modules with a strong practical focus, mainly concerned with tools and procedures of QA, curriculum design and revision, change management and linkages between quality management and higher education management. The course will be accompanied by an online module on data-based information management, data sharing and reporting.

The extended deadline for submission is  31 July 2014 .

TrainIQA is coordinated by the Centre for Quality Development of the University of Potsdam which also hosts the ASEAN-QA Secretariat. Any questions related to the Call and the training course can be addressed at asean-qa AT uni-potsdam DOT de.

The Southeast Asian Ministers of Education Organization (SEAMEO) and the Ministry of Education, Culture, Sports, Science and Technology, Japan (MEXT) in cooperation with UNESCO Asia and Pacific Regional Bureau for Education are pleased to announce the 2014 SEAMEO-Japan Education for Sustainable Development (ESD) Award, with the theme of “Fostering Global Citizenship for Sustainable Future“.
