DAAD DIES Proposal writing Course in Thailand













On behalf of the German Academic Exchange Service (DAAD) the DIES Proposal Writing Courses Co-ordination Centre at the University of Cologne, together with the Faculty of Economics of Chulalongkorn University are organizing a training course on


Proposal Writing for Research Projects: Practical-oriented trainings for New Researchers


Seminar I   :  June 30th–July 4th 2014 , Chulalongkorn University , Kingdom of  Thailand

Intermediate E-Learning Section: July–September (3 months)

Seminar II : December 15th–19th 2014 , Chulalongkorn University, Kingdom of  Thailand


The aim of the DIES Proposal Writing Course is to train researchers and young PhD holders in developing a promising research proposal for national or international research funding. Researchers from all disciplines can apply for this course. Each group will consist of 30 participants from the region. Because of its multicultural nature, the DIES Proposal Writing Course is also an effective tool for promoting international research and relationships.


Potential participants are researchers and young PhD-holders from Thailand, Cambodia, Laos and Myanmar.

  • Participants must hold a doctoral degree or have equivalent research experience
  • Have an affiliation to an academic institution in the above mentioned countries
  • Possess excellent English language skills, both written and spoken
  • Preferably young researchers up to 40 years of age are welcome to participate

30 participants will be selected according to the quality of their exposé and also based on regional and institutional profiles. Applicants will be given a final decision by the beginning of May 2014.

The costs for this training course will be mainly covered by funds of the DAAD (travel expenses, accommodation and meals, course expenses).

Participants and/or their home institutions are only expected to cover local transportation in their home countries (for example: taxi to airport), visa costs (if applicable), health insurance and possible additional per diems for the stay in South Africa.

Call for nominations

No one doubts the power of education. Educate mothers, and you empower women and save children’s lives. Educate communities, and you transform societies and grow economies, noted Ms. Irina Bokova, Director-General of UNESCO.


Also, no one will dispute that learning is a lifelong process. Preparing children and young people for life in the 21st century does not stop just because they reach a certain age or are “done” with school. Young and old alike need to learn and adapt when confronted by increasing globalization, changing socio-economic trends and demands, transnational political and environmental realities, and new technologies at any age.


Accordingly, UNESCO’s vision of education underlines a broad perspective to support flexible lifelong and life-wide learning opportunities through multiple pathways, and harnessing the potential of information and communication technology (ICT) to create a new culture of learning as and when appropriate.


The Wenhui (文 晖) Award for Educational Innovation, established by the National Commission of the People’s Republic of China for UNESCO, and coordinated by the UNESCO Asia-Pacific Programme of Educational Innovation for Development (APEID), aims to recognize the contributions of educators and institutions which have optimized the potential of education and the human innovative spirit to address and resolve pressing issues and problems facing our world today.


For 2014, the theme of the Wenhui Award is Innovation in Lifelong Learning: Bridging to the Future in line with UNESCO’s vision of education and the post-2015 education agenda to underscore the importance of learning throughout life for human fulfilment, peace, sustainable development, economic growth, gender equality and responsible global citizenship. The Award will also recognize the potential of ICT to support lifelong learning now and in the future.


Two individuals or institutions from the Asia and Pacific region will be selected by a jury of distinguished educators. The winners will each receive a Certificate of Excellence and prize money of US$ 20,000 at the China Hangzhou International Conference on Educational Innovations. Certificates of Merit may also be awarded to individuals or institutions that have demonstrated commendable innovative practices.


Who is eligible for the Award?

Individuals or institutions in UNESCO Member States in Asia and the Pacific region which have designed and implemented significant educational innovations leading to improved access to, and quality in, education in relation to the theme for 2014 will be eligible for the Award.


More specifically, the Jury will be looking for educational innovations that have:

·    helped to promote and enhance lifelong learning for now and in the future;

·     improved the quality of teaching and learning in enhancing lifelong learning;

·     fostered indigenous wisdom and ingenuity, as well 21st century knowledge and technology, in educational innovations for lifelong learning.


How to apply for the Award?

Applications can be submitted by government agencies, educational institutions, international organizations, non-governmental organizations and individuals in UNESCO Member States in the Asia and Pacific region. All applications should reach the Award Secretariat at UNESCO Bangkok through the National Commissions for UNESCO, UNESCO Offices and other organizations associated with UNESCO, using an official Award Application Form available online at the Award website.More details about the Award, including the list of UNESCO offices and associated institutions, evaluation criteria, application process and conditions of entry, are available at the Award website: http://www.unescobkk.org/education/apeid/wenhuiaward2014.

The Southeast Asian Ministers of Education Organization Secretariat (SEAMEO Secretariat), the British Council and the Institute for the Promotion of Teaching Science and Technology (IPST) Thailand will jointly organize the SEAMEO Congress with the theme “Southeast Asia in Transition: Re-Thinking Education, Science and Culture for Regional Integration” on 21-22 October 2014, at the Imperial Queen’s Park Hotel, Bangkok, Thailand.

About the Workshops

SEAMEO RIHED and the Association of Governing Boards of Universities and Colleges (AGB) in partnership with the Higher Education Leadership Academy (AKEPT) are proud to announce a new annual series of workshops designed to enhance the skills, knowledge and experience of Southeast Asian higher education leaders. The intention of the workshops is to better prepare university executives, council members and administrators to successfully guide their institutions through the financial, technological and pedagogical transformation anticipated in the years ahead.

This year’s workshop will expand participants’ understanding of fundamental leadership practices to explore the value of enhanced institutional governance. Attendees will gain insights into new approaches to improve academic quality, build upon national reputations, deepen understanding of international rankings and generate additional revenue.

DIES-Training course Management of Internationalisation 2014-2015






The DIES Training Course Management of Internationalisation (MoI) has been developed qualify university staff (either international office staff or higher education managers responsible for coordinating international activities) from Africa, Latin America, the Middle East, and Southeast Asia, to manage processes and tasks of internationalisation in the area of higher education. The programme will enable the participants to build up improved and more effective structures of internationalisation at their home universities.

The professional training consists of three workshops and in depth e-learning phases.

After an introduction phase of e-learning the initial contact phase (Internationalisation: Concepts, Systems and Actors and  Soft Skills) with a duration of two weeks will be organised in September 2014 at the University of Hannover, Germany. The regional workshops will take place in March/April 2015 in Mexico, Kenya and India). The final presence phase in spring 2015 in Hannover will focus on Competences and Key-tasks of an International Office (IO) and  Management Skills. In between the contact phases, participants are asked to apply the skills acquired at the home university within individual projects while being accompanied by distance coaches.

Participants’ Profile

  •  At least 3-5 years of experience in the area of Higher Education Management: either as international office staff or higher education managers responsible for coordinating international activities.
  • Preferably not older than 50 years old.
  • Active and excellent English language skills (speaking and writing) are indispensable.
  • Commitment to attend all presence workshops and to develop the individual PALP, fulfilling approx. 2 hours’ workload weekly (e-learning).
  • Minimum technical equipment that guarantees the participation in the e-learning phases: internet connection and, if possible IT support for video conferences.

Participants from universities of the following regions are eligible to apply:

  • Latin America: Mexico, Central America (Belize, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, Panama) and the Andean countries (Bolivia, Chile, Colombia, Ecuador, Peru)
  • Africa: Burundi, Cameroon, Ethiopia, Gambia, Ghana, Kenya, Liberia, Malawi, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Sudan, South Sudan, Tanzania, Uganda
  • Middle East: Egypt, Iraq, Jordan, Yemen
  • Asia: Cambodia, India, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand and Vietnam

2nd SEAMEO BIOTROP Biodiversity Conservation Photo Competition


SEAM EO BIOTROP believes that conservation of the region’s biodiversity is everyone’s
responsibility. Recognizing the unique and rich biological resources we have and
understanding their real values are critical considerations toward having more meaningful
conservation efforts. Photo documentation is one practical way towards actualizing this
purpose. It is for this reason that SEAMEO BIOTROP is launching this regional biodiversity
conservation photo competition.

This annual competition is among the special initiatives of SEAM EO BIOTROP under its 9th
Five-Year Development Plan (2012-2017). In general, the competition aims to usher greater
public awareness and support to biodiversity conservation efforts in Southeast Asia. Different
themes will be featured for every competition year that would build upon each other towards
achieving the contest objective. Other than generating a database of quality photographs of
the region’s biodiversity , the contest is expected to surface biodiversity conservation concerns
from the public’s perspectives that need more policy and research interventions and financial
supp ort from governments and development organizations.

SEAM EO BIOTROP is launching the competition this year with the theme “Our
biodiversity, our source of sustainable and healthy living.”

Contest Rules

1.    The contest is open to all nationals and residents of Southeast Asian countries who are
at least 18 years of age at the time of entry .
2.    Each contestant must complete and submit an entry form (please see attached) along
with a photograph entry. A contestant could submit at most two (2) photograph
entries accompanied by individual entry forms each.
3.    In entering this competition, all contestants must acknowledge and guarantee that
their photograph entries are their original works and do not infringe on the
copyrights, trademarks, moral rights, rights of p rivacy/publicity or intellectual
property rights of any person or entity, and that no other party has any right, title,
claim, or interest in the photograph. The contestants must also guarantee that their
photograph entries have not been submitted to previous photo competitions and
not been used in any publications (print and electronic).
4.    The photo competition centers on the theme:

“Our biodiversity, our source of sustainable and healthy living.”

5.    BIOTROP shall keep all data entered by the applicants in the Entry Form as
confidential. However, applicants must agree that such personal data, especially name
and address, may be processed, shared, and otherwise used for the purposes and
within the context of this Contest.
6.    All contestants must comply with the following photograph requirements:

o All entries must be original. Photos must not be digitally altered and/or
enhanced in any way other than simple cropping. Any major image
manipulation (e.g., over or under color saturation, dual tones, etc.) on the
original photograph will disqualify the entry.
o All entries must be in digital format, thus, only online entries will be
eligible. Each entry must be within 5 megabytes, in JPEG/JPG format, and
must be at least 1,600 pixels either in a horizontal or vertical image
o The photograph must not contain obscene, provocative, defamatory, sexually
explicit, or otherwise objectionable element based on the standards of BIOTROP.
o All photographs must be in color, black and white photos will be disqualified.

7.    Photograph entries and entry forms must be submitted to BIOTROP
(photocontest@biotrop.org) on or before 5pm (GMT 7) 31 May 2014.

8.    BIOTROP has the right to examine the original photograph/source material to
confirm compliance with the requirements above and officially accepts or disqualifies entries.
9.    BIOTROP shall have the right to store the winning entries and finalists in its database
and also use them for scientific and publication purposes.

Selection and Judging Processes

1. Winning entries will be judged according to three criteria: (1) Relevance to the theme
40%; (2) Photographic quality including technical quality 30%; and (3) Creativity 30%.
2. There will be two rounds of selection process. For the first round, each judge will
select his/her top 5 entries based on the abovementioned criteria. Then, all top five
entries of each judge shall be subjected for a second round of judging. The Panel of
Judges will collectively select the first, second, and third winners from the round one
3. In the event of a tie, the Panel of Judges will re-evaluate the tied entries. In the event
that a tie remains after re-judging, the entry with the highest score in the relevance to
the theme criteria will be declared the winner.
4. Decisions of the Panel of Judges are final and binding.

Contest Prizes

Cash prizes and certificates shall be awarded to the winning entries. The cash prizes are as
First Prize :        US $ 400
Second Prize :  US $ 300
Third Prize :      US $ 200

Competition Period

BIOTROP will accept submission of photo entries starting 20 January to 31 May 2014.

Announcement of Winners and Exhibition of Winning Photos

Winners will be notified by email by mid July 2014. Winners list will be announced at
BIOTROP website and exhibited during the 52nd Centre’s Governing Board Meeting in
October 2014.

Right to Cancel or Suspend the Contest

BIOTROP has the right to cancel or susp end the contest to infection by computer virus/bugs,
denial of service attacks, tampering, unauthorized intervention, fraud, technical failures, or
any other causes beyond the Centre’s control that corrupt or affect the administration,
security, fairness, integrity , or proper conduct of this Contest. BIOTROP would inform all
participants about the cancellation/susp ension and instructions on how to proceed with the
Contest if problems could be addressed.

The Southeast Asian HEI Presidents/Rectors/Chancellors/Vice-Chancellors Conference brings together key executives from universities and government so that they can explore the challenges and opportunities facing the Southeast Asian higher education landscape and identify key priorities to move forward as a region.

The Conference provides a platform for discussion between policy makers and university executives in order to promote the vertical and horizontal alignment of the region’s higher education systems and define the role that higher education will play in driving Southeast Asia’s future as a regional community.

Held back-to-back with the Meeting of Directors General/Secretary General/Commissioner of Higher Education in Southeast Asia, the Conference offers a new space for regional leaders in higher education to come together and prepare for the changes and transformations anticipated in the years ahead.

The 2014 conference will be organized back-to-back with the 8th Meeting of Directors General/Secretary General/Commissioner of Higher Education in Southeast Asia on 26 and 27 May 2014 and consists of a series of sessions based around this year’s theme of advancing higher education in an era of regional integration.

Sessions will include panel discussions, keynote addresses and concurrent sessions that focus on the harmonization of higher education, academic collaboration and mobility and preparing future graduates for regional needs in a new integrated environment. We are currently finalizing the conference programme and as the sessions are confirmed, more information will become available.
